What with Ghost Schools and other ways to scam the Government

In Dr Gireg and Haji Ali Dr Faisal Bari asks a question to which he should KNOW the answer. These "schools" work because of active participation by the locals. The Peela schools were scams to milk the government. Again, back to Transparency and Scrutiny in Governance.

But this raises interesting questions for the government and the people of Pakistan. If each school costs only US $12,000 or so, and some of the smaller projects even less, why has the government of Pakistan been unwilling or unable to provide these communities with schools? Why, when the people have been asking for them and communities have been willing to give land and their labour for building schools, have the governments - obligated by the constitution of the country to provide these necessities to everyone - been unable to do so. More importantly, even if the government has been failing, why have the people of Pakistan, and especially those who are more fortunate, not been able to help their fellow citizens in these and other such areas?
