Electoral Reforms

Mr. Bhandara writes about PRS - which perhaps should be considered by this Parliament when it gets around to debating Electoral Reform. This, along with spending ceiling, matching funds, audited statements of assets and expenses, a completely independent Election Commission with muscle and power to disbar violators, and re award the seats to the runner-up etc. can be debated and after consensus is arrived, implemented.

An inconvenient truth
M P Bhandara

The proportional representation system (PRS) is widely recognized worldwide as a more equitable and a more relevant index of peoples’ representation than the Anglo Saxon 'first past the post’, which prevails in India and Pakistan.
